Grim Tutor is so "weak" that it is legal in modern. Same Level as Grim Tutor? Are you kidding me? You compare a 3-Mana Tutor with a 1-Mana Tutor? Imperial Seal is restricted in Vintage and Banned in Legacy for good reason.
